The incident took place in Hartford County around 9 p.m., Thursday, Sept. 1 in Manchester.
According to Lt. Ryan Shea, of the Manchester Police Department, officers responded to a report of a 15-year-old who sustained a gunshot wound to his upper right arm after shots were fired around Dougherty Street and McKee Street.
Responding officers located the victim and learned that multiple shots were fired in the area of Dougherty Street. While officers were on scene at 16 McKee St., a pedestrian was reportedly struck by a vehicle in the area of 69 McKee St., Shea said.
The 17-year-old who was struck by a vehicle sustained minor injuries and it was learned that the suspect in the shooting was the driver vehicle that struck the pedestrian, he added.
The 15-year-old was transported to Connecticut Children’s Medical Center and is in stable condition, police said.
Information gathered by investigators showed that the victim and a group of his friends were walking on Dougherty Street when they were approached by the suspect, identified as Jamie Garcia, age 44, of Manchester, who was brandishing a firearm, Shea said.
The group of teenagers immediately turned and ran away from Garcia, who fired several rounds in the direction they ran, he said.
Shea said Garcia then entered a vehicle and drove in the direction of where the teenagers went, ultimately chasing down and striking one of them near McKee Street.
Police were able to locate and arrest Garcia who has been charged with:
- Two counts of assault
- Three counts of criminal attempt/assault
- Reckless endangerment
- Five counts of risk of injury to a minor
- Carrying a pistol without a permit
- Evading responsibility
Garcia was held on a $1 million bond and scheduled to appear in Manchester Superior Court on Friday, Sept. 2.
